In the curriculum implementation process teachers play a key role, especially in the classroom teaching level, teachers have an accurate understanding of the new curriculum and participate actively is a prerequisite for the implementation of the new curriculum. Reform program may be ideal; the problem is how to do in the implementation specific. In specific programs of the implementation of courses, the teachers will inevitably be their own beliefs and understanding of the curriculum in the implementation of the process. This shows that teachers in the process of implementing the new curriculum are an important factor that can not be ignored.This article is to understand how a teacher provides instruction in the classroom implementation level using the prescriptive course. Specific to the understanding of teachers' specific content and methods of what to adjust in the actual process of teaching, as well as the reason for this kind of adjustment, that is, understanding of the decision-making of teachers in the former classroom teaching, classroom teaching and after classroom teaching, in which we can understand the characteristics of teachers in decision-making, and understand what factors can make such a decision-making of teachers, we can analyze how to improve capacity of decision-making teachers to implement the new curriculum much better.In this paper, we use a qualitative case study methods, in the context of the new curriculum to carry out field research with a high school chemistry teachers in secondary schools (LXH teacher) the Chaoyang district of Changchun City, give a detailed description of the LXH teachers in decision-making process, and find teaching philosophy, knowledge of teachers, teaching resources and school culture to teachers is a major factor in the decision-making. In this study, in the context of the new curriculum from the perspective of teachers we put forward several advice to improve decision-making ability of teachers: teachers should understand the new curriculum; teachers should construct a complete set of teaching philosophy; teachers should pay attention to their own professional development; teachers should learn to reflect on teaching; teachers should be actively looking for "going out" opportunities.
