The globalization of economy and internationalization of higher education has impacted the multilevel of the country, institutions and individuals. Regional student mobility, as a new type of the internationalization of higher education, increases enormously. Regional student flow across the Taiwan Straits is the one-way flow at this stage, mainly from Taiwan to the mainland. With its unique characteristics and significant importance, the phenomenon of regional student mobility across the Taiwan Straits deserves to be examined.Compared to the Erasmus programme of the EU, the student exchange programme of AUN in ASEAN, and the student flow between the mainland and Hong Kong and Macao students, the students' regional mobility across Taiwan strait has its particularities as follows: Political factors are the main factors which affects the regional flow of students in cross-strait; same origin of Chinese traditional culture contributes to enhance the cross-strait educational exchanges; the driving force of market gradually emerged; although mainland Taiwan University of short-term exchange students study at this stage is mainly one-way flow; the governance and management of mobility is under regulated, the scale of mobility is small.The history of regional mobility of university students across the Taiwan Strait could be largely identified as five phases as follows: the first stage is the early exploration of overseas Chinese students policy (1949 -1977), with the basic policies of the Taiwan students fragmented and strongly political-oriented; the second phase is the beginning period of the mainland's policy of Taiwan students (1978 -1992), with the initial policies established and standardized; the third stage is the twists and turns period of Taiwan students policy (1993 -1999), this period mainland students in Taiwan began to enjoy the normal national treatment, with steady increase of the number of Taiwan students; the fourth stage is the mainland for Taiwan students of basic education policy formation system (2000 -2008); the fifth stage is still in its formative stage, to benefit from changes in the political situation in Taiwan, with cross-strait educational exchanges developed quickly and extended widely. In general, students of China's education policy toward Taiwan has experienced the process of change, from fragmented to orderly, from under regulated to normalized and institutionalized. The features of Taiwan students at two Shanghai universities differ from those who come from other countries and those from Hong Kong and Macao in terms of College entrance examination, choice of subjects, cultural and academic adaptation, and future employment plan.
