With the rapid expansion of the scale of China's higher education, it ushers in a great challenge. How to break "shackles walls" between universities, estalish teaching resource centers, promote exchange and cooperation between schools, realize the rational allocation and utilization of teaching resources between the interactive use of limited educational resources and realize the complementary advantages exchanging between universities, all of these are becoming important issue solutions for improving the university teaching quality as well as promoting sustainable development of higher education in the information age.In this study, the main research method is literature research, case studies, interviews and comparative research study. The first chapter analyzes the background and motivation of Regional Teaching Resources Center, carded studies abroad Regional Teaching Resource Centre, and as a basis for defining the relevant concepts. Situation briefly describes the development of regional research Teaching Resource Center, significance, research content, research methods; the second chapter of the theoretical basis of this study relies overview; in the third chapter, the author selects the mainland and Taiwan region Typical Case Teaching Resource Center Construction- Xingzhi Union and North Second District Regional Education Resource Center, from functional orientation, the four dimensions of the operating mechanism of comparison, service content, evaluation mechanisms compare the two studies, and through a comparative study, summed up the mainland area of teaching resource centers functional orientation is not clear, the league system is imperfect, the content is not in-depth cooperation, lack of evaluation mechanism and a series of deficiencies; The fourth chapter comparative study of the two, summed up the Taiwan Regional Teaching Resource Center Implications of Regional Education Resource Center building, and make recommendations for quality resource sharing lessons build our country on the basis of: First, adhere to the characteristics of development, and enhance the sharing of teaching resources consciousness.
