The Research On Running System Reform Of Teachers' Congress Of Colleges And Universities In Our Country

Perfect the teachers' congress system in the colleges and universities has significance for "leading by party committees,responsible for president,teaching by professors,democratic management" of the University of the management system.It is the protection faculty for staff to exercise their democratic rights in accordance with the law.It is the needs which strengthen and advance the democratic construction of colleges and universities.With the rapid development of market economy and deepening reform of the education system,colleges and universities in strengthening the democratic management of reform has achieved significant results.But the teachers' congress system is lagging behind the reform and development of colleges and universities.In the past few decades,some colleges and universities made reform and innovation on the teachers' congress system.It has made some achievements,but also there are some issues requiring urgent solution.Therefore,in connection with problems of teachers' congress system,in order to ensure that the university teachers' congress to adapt the situation in the development of the times and college development,it should continuous reform and perfect operation of the teachers' congress system based on the analysis of its causes.This thesis explains the concepts of the teachers' congress and analyzes the theoretical basis and practical basis to the running system reform of teachers' congress.It points out that democracy and the rule of law with the staff to raise awareness,change in economic background,interests and tend to diversity and the experience of foreign universities,China has the reality of conditions to improve the running system of university teachers' congress. By reviewing the history of universities teachers' congress,after the survey,it analyzes the problems and the reasons of teachers' congress at this stage.They are:the laws and regulations is not perfect,has not yet been thoroughly implement the terms of reference,and democratic supervision is not yet mature,long-term mechanism has not yet been established. It proposes the measures to improve the running system of teachers' congress of colleges and universities that are strengthen the rule of law,improve the legal system,in-depth implementation of terms of reference,effectively perform their duties,constructing scientific organizations,establish a long-term mechanism,the proposal to do a good job for the school open,to enhance the quality of personnel,strengthening self-construction.By analyzing the reform of teachers' congress in Zhejiang University,it summarizes the successful experience of Zhejiang University and its impact on the teachers' congress of colleges and universities in China.
