With the rapid development of Communication technology and Network technology, the teacher in the elementary and middle schools train mode changes from face to face training originally to training based on network now. The teacher training mode based network has more superiority than traditional training mode: it is not limited by time and space, and it solutes the contradictions between work and learning, reduces the teacher's economic burden in the training, and it also offers rich learning resources and interactive platform with experts and peers for teachers. However, the teacher training mode based network still in the stage of exploration, training work has to improve and perfect in many respects, the quality of the teacher training based on network's network text, which is one of touring system's core factors, is the key factor of success and failure to teachers in the process of training. So, designing a network text of using in the training based on network, which meets frontline teacher's urgent need in the moment, is a trial of practical significance for reorienting the development of the teacher training based on network.This text uses several methods such as literature investigation and network investigation, the network text of the teacher training based on network , which is using in our country at present ,is investigated, and depthly research by literature investigation and find out the questions : the network text of the teacher training based on network still lack concrete methods, lack practicality guide, theory and practice are out of touch; only pay more attention to improving educational theory, but ignores teachers'reflection, ignore accumulating their experience. This text is on the basis of constructivism theory, contextual learning theory cognitive flexibility theory, and case-based reasoning theory, with the aspect of practicing and reflecting, designation of the video case as the core of it, constructs a new network text mode of teacher training based on network, and expects to have some reference for the future network text of teacher training based on network.
