An Analysis On China's Private Higher Education Policy Evolution Since The Reform And Opening Up

This study is focused on the China's private higher education policy, selecting policy text from the private higher education development published by government since reform and opening up. Then its historical evolution is explored through two aspects: text analysis and value analysis. This paper also introduces the track of policy text of private higher education and the value migration behind the policy text evolution connected with the social background. Its value pursuit is analyzed as well.Firstly, according to the track, characteristic, and trend of policy text development which is of great importance and greatly influences on private higher education, the development process of China's private higher education policy could be divided into five stages: look-on stag(e1978-1982), approval stage(1982-1993), supporting stage(1993-1997), regulating stage(1997-2002) and legislation stage(2002 to now).Secondly, on one hand, the background (the relation between its evolution and the construction of socialist market economy, popularity of higher education and practice of private higher education), characteristic (the contents, quantity, time, name and distribution department of its policy evolution ) of text evolution of China's private higher education policy is analyzed in detail; on the other hand, basic value evolution of China's private higher education policy are introduced systematically on three aspects: the allocation of education resources, the requirement of higher education by public and the allocation of private higher education's property right. Then the value orientation of private higher education is talked: its policy is changing as the development of society on the base of benefit of nation, school and individual and its emphasis of value orientation is changed from social requirement, external development and scale expansion to personal requirement, internal development and quality assurance.At last, this paper predicts the development trend of China's higher education policy. It also puts forward that China's higher education policy should pay more attention to diversification, impartiality and people orientation. At the same time, some constructive suggestions are made to promote its development. It is concluded that China's higher education policy is changing all the time, not a fixed one.
