The development of China's economy and the stability of society are directly affected by the development of labor relations.Nowadays,the main bodies of labor relations and interest demands are more and more diversified.The contradiction between labor relations has entered a prominent and frequent period,and the labor dispute cases remain high.Labor relations policy hinders the construction of harmonious labor relations because of the problems of policy environment,system and other aspects,it is necessary to carry out the analysis of labor relations policy.The policy text analysis relates to the application field of electronic commerce,education,science and technology innovation,public service,etc.and quantitative research on policy literature also becomes a hot research spot in the field of policy science,and analysis of domestic labor relations policy,the construction of the framework of labor relations policy is still blank.Under this background,the basis of existing policy text analysis method,this study analyzes the external characteristics of the policy including The main body of policy release,the level of policy effectiveness,etc.,and analyzes the evolution of the key words in different development stages of the policy,and probes into the research way of the policy evolution path based on the highly cited policy on basis of labor relations policy at the level of China's central laws and regulations.The following conclusions are obtained and some suggestions for policy making and research are put forward.The main body of policy is transformed from“the Ministry of labor and social security,the Ministry of personnel as the core body" to "the Ministry of human resources and a social group represented by the China National Federation of trade unions to actively participate in the formulation of policies.While perfecting the legal policy,the policy subjects representing a group or industry should take an active part in policy formulation and strengthen the professionalism of policy implementation.(2)According to the time dimension,the policy is divided into four stages,and the different stages form their respective cluster groups.Found by keyword clustering,the change of policy theme is mainly from "strengthening labor protection in order to develop the productive forces",to"implementing the labor contract system,and strengthening the dispute handling work",to"strengthening the labor security supervision to safeguard the rights and interests of workers" into“Building a harmonious labor relationship to safeguard the rights and interests of workers".The implementation of collective bargaining and collective contract system has become a hot topic.Due to the lag of policy making,the main body of policy should avoid the imbalance between policy formulation and political and economic development as far as possible,resulting in excessive failure policies.(3)We describe the change characteristics based on keyword frequency change and keyword centrality index,and build a policy evolution map based on co-word network.the feasibility analysis method of the research on the evolution path of labor relations policy is obtained through the co-occurrence analysis of the high cited policy.The policy subjects should pay attention to the timelinesss and effectiveness of policies,and improve policies with strong mediation function.
