Since the reform and opening up to the outside world, private colleges in China have developed rapidly, just like a beautiful landscape in the reform and development of higher education. After nearly 30 years of development, private higher education has become an vital part of higher education system in China, from nonexistence to existence, from small scale to large scale, from junior college-level diploma awarding to undergraduate level diploma awarding, with increasing number of students, raising school level, optimized overall structure, and enhanced strength. Up until to the end of 2009, there are 656 private colleges (including the independent institutes of 322), which covers 29% of the total number of colleges and universities in China, with 4.36 millions on-campus students,20% of the total college students, of which 2.52 million are undergraduates and 1.84 million are junior college students. The sustainable development of private higher education has made a positive and important contribution to the society in many aspects such as meeting the social demands for higher education, mitigating the pressure on graduate studies, improving national higher education level, promoting market economy, promoting higher education reform and so on.However, many problems have come up from external environment and internal factors in the continuous development of private colleges, resulting in their difficult situation. According to the current actual situation, this essay has analyzed these problems from four aspects, focusing on policy support. First, the essay has summed up and then evaluated relevant policies unveiled since the reform and opening up to the outside world. Secondly, it has pointed out the common problems and weak points of these policies based on specific requirements of public policy and their corresponding effects to private colleges. Thirdly it has listed out a number of innovative approaches that Hangzhou Wanxiang Polytechnic, a private college, has attempted in its practice, and finally put forwards some strategies to the innovation of private higher education policy system in order to speed up private higher education.
