The Study On Politica Socialization Of The Peasants In The Autonomy Of Villager

Socialist new rural reconstruction has been launched since 2006.The Party and central government implemented a number of agricultural policies and concrete measures,changes have taken place in rural areas,the peasant get specific benefits in their children to school, types of food subsidies, medical treatment,pension insurance,etc.However,as the income gap between urban and rural areas widened further,the peasant have not received equal social rights and interests, the cold feeling between them and rural management is not completely eliminated.Therefore,rural and social development difficulties in the new rural construction are more prominent. At present how to obtain political acceptance of the peasant,to promote the peasant to participate enthusiastically,and to achieve the role of the Government's blood. we need to think rationally for rural development. This paper describes the demand for new countryside management and villager autonomy in the new rural reconstruction, the contemporary value of political socialization in nurturing"new peasant", and the function of peasant's political socialization. The author thinks over to promote development of the village self-government healthy.To strengthen the peasants' political socialization, and to improve their political identity are a complex dynamic process,through two levels of macro-and micro-run. Based on the 54 villages in Henan 3 counties survey is found that the Party and central government have strengthened publicity on new rural development policies through the mass media.However,in the vast rural areas,the peasants get mostly in touch with grass—roots organizations,many peasants acceptd policy publicity and political education from the grass-roots organizations to some degree.The villager autonomy has gone through 20 years of trials and hardships,it played an important role in enhancing the political awareness of the villagers and up-wakeing the general's participation. Their enthusiasm to participate gradually increases and their ability improves,they also showed high enthusiasm in participating new rural building.However,with gradual development of rural building,current situation on peasant's political socialization can not be optimistic in the villager self-government. In this paper,the analysis lies in awareness and behavior levels,I found that the peasant not only has the awareness of a breeding ground for modern democracy,but also is received by negative impact of political values and traditions,they participated activeiy in village autonomy, but they are passive and often unwilling in the process, in brief,they are in a total contradiction.The author has analyzed reasons for present situation in villager autonomy from objective environment and microscopic factors. Looking from objective environment,the traditional political culture's influence,peasant's culture quality not high existing in restriction,political participation's concrete system imperfect, interest stimulate insufficient,etc.these environmental factors are not in favor of raising modern democratic consciousness and irritating political participation behavior,they do not favor the development of the countryside democracy. Looking from subjective factors,because the ideological and political education is manifesting political socialization from the function,current ideological and political work exists cognition dislocation,ideological and political education content vacant,the way of ideological and political work not proper, ideological and political work presents the troop and system"the fault",and so on. The ideological and political work was not able to achieve proper effect,this has affected development of healthy villager autonomy and grassroots democracy building in rural areas.The author puts forward a path to promote the development of villager autonomy by strengthening political socialization of the peasant. The author carries on the exploration from the macroscopic way and the microscopic way.In macroscopic way,The Party should attach great importance to peasant's political socialization and construct the organic unification of guidance system;developing education enhances the farmer cultural quality and cultivates new political culture;strengthen system and legislative work and perfect the mechanism of peasant's benefit expression;Safeguard their equal rights and interests.In microscopic way, renew traditional idea, expand the content of peasant'political socialization;Taking villager autonomy as the platform, improve and innovate the way;Strengthen the troop of Ideological and political education and consummat education carrier;Strengthen rural Basic-level organization to develop economy;Cultivate peasant's associations to raise the level of peasaht's organization. Only then can peasant's political socialization land on feet truly. Thus transfer general peasant's enthusiasm into new power and conscious action to construct new village,the result of new rural reconstruction only then may anticipate.
