Practical Exploration Of Social Work Intervention In Villager Autonomy

In the early 1980 s,the "First Village of villager autonomy" in Hezhai Villager,Yizhou City,Guangxi Province,and the "Distribution of Production to Householders" in Xiaogang Villager,Fengyang City,Anhui Province were praised as the two great innovations of Chinese farmers.Originating from the practice of democratic reform created by villager,villager autonomy has been gradually promoted throughout the country along with the pace of reform and opening up.The country also protects the legitimate rights and interests of farmers from the legal level through legislation,so as to truly realize that farmers are masters of the country.In the new era,the report to the 19 th CPC National Congress stressed the need to establish a sound urban and rural governance system that integrates "self-governance,rule of virtue and rule of law".Under the new historical node,the development and research of villager autonomy also appear new challenges and new opportunities.By sorting out and summarizing the research literature of the majority of scholars on the content of villager autonomy in recent years,it is found that there are not many practical researches on the involvement of social work in villager autonomy,so we want to study it.In this paper,based on the author is responsible for the implementation of the demonstration pilot project of urban and rural community governance cultivation project practice,using literature research,depth interview,experience summary and other research methods,the social work intervention villager autonomy in practice to explore,proposed to form can use for reference the experience of,can promote the villager autonomy,in order to achieve to villager autonomy promote rural governance and promote rural revitalization.On the basis of in-depth visit and investigation of L villager,this paper first sorts out the status quo of villager self-governance in this villager,such as villager rules and civil contracts remaining on paper,dysfunction of social organizations,complex democratic decision-making procedures,and lack of supervision of villager affairs disclosure.Using the community development model to analyze the reasons for the existence of these current situations are the strong administrative color,the low awareness of villager participation,and the weak function of social organizations.Then,taking advantage perspective and empowerment theory as the theoretical basis,the community work method was adopted to conduct demand estimation,program formulation,process implementation and effect evaluation for L Villager.In the practical process,social workers,by playing different professional roles,are fully involved in the revision and implementation of villager rules and conventions,the cultivation and role play of community social organizations,democratic decision-making of major matters in the villager,publicity and supervision of villager affairs,etc.Finally,exploratory summary forms the "four self" cooperative mechanism,the experience of social work involved in villager autonomy.From the actual results after intervention,the promotion and application issued by government departments and media attention reports,this study has played a certain constructive role in promoting the development of local villager autonomy.
