In 1980s', the family planning policy was produced out by Chinese government, which contributes to the improving of Chinese peoples'living standard and world population control. In recent years, with the rapid development of China's economy, more and more people from countryside, which called floating population, flow into metropolis especially into those newly-built big cities to search for working opportunities. On one hand, these floating populations play a significant role in promoting the social-economic development and municipal construction; on the other hand, they pose many challenges for the society. The threat to the family planning management is one of these challenges. Such issue is much more serious in the newly-built urban area, where most floating populations are located. Unfortunately, so far little attention has been paid to this issue in China.This integrative paper analyzes the characteristics of the floating population in newly-built urban district, gives an insight upon the key issue in the family planning management of the new urban district, and further explores the dilemma of the management. Besides, this dissertation also draws some good experiences from developed countries on the controlling of floating people and family policies to introduce the governance theory on the management of floating population in China.In order to solve some practical problems, taking Laoshan District in Qingdao City as an example, this article analyzes distribution of population in Laoshan District; demonstrate the status quo family planning program and comes up with the management framework. A new management model is to be built up on the basis of Governance theory, traditional public administration management, and the support of the non-governmental organizations. Finally some new measures are suggested for the family planning management based on the discussion of past experiences and the theoretical and practical concern of the this issue.
