Research On The Problem Of The Government Finance Investing The Early Childhood Education

This thesis is a research on early childhood education investment from the government finance. This research has mainly solved two problems: First, should the government invest the early childhood education? Second, if the government should invest the early childhood education, how much should the government invest it? What are the investment goal and the principle ? How to invest the early childhood education ?As the non-compulsory education, the early childhood education development is facing the difficulty. In our country, the fund that the government invests the early childhood education is extremely limited. However, facing the limited resource, on the one hand, the early childhood education fund is extremely deficient as a whole, on the other hand, a few public kindergartens are using the baby funds excessively and unusually. Resource short coexists with the resource waste. The resource is not used efficiently. Fairness is insufficient. This is uncoordinated with the general goal of the harmonious society construction.If the lack of total educational resource restricted by the country's economic strength can not be changed in a short time, then improving the fairness of the educational resource allocation and the efficiency in the use of educational resources is a realistic choice to achieve the growth of connotation. Under the guidance of building a harmonious society, the Government of our country needs to seek strategies in fairness and efficiency of the early childhood education investment .Therefore, based on seeking the strategy to improve the fairness and efficiency of the early childhood education investment from the government, the author has done this research. This research is launched from following aspects:First, the researcher has proved that the government should invest the early childhood education from the early childhood education'status and the function, the public product theory, the market malfunction theory and the human capital theory four angles on the foundation of combing the existing literature and material. Next, the researcher has analyzed the problems which exist in the early childhood education development on the financial investment aspect. For examples ,the whole investment insufficiency, the assignment imbalanced, the kindergarten collect fees randomly and so on. Then the researcher proposed the goal and the principles of the government investing to the early childhood education .The goal is safeguarding the fair and enhancing the efficiency. The principles are about equal assignment of the resource, the financial neutrality, the cost share and the cost compensation, discriminates against, the public resource flowing from the poor to the rich and so on. Finally, the researcher put forward own proposals around the problem of increasing the early childhood education. (1) establish the financial investment mechanism linking up mutually all levels of the education and the finance departments, all levels of governments should set up the early childhood education special funds (2) reform the financial investment mechanism of the government to the public early childhood education (3) strength the financial aid and the guidance of the property flowing to the private early childhood education (4) utilize the education voucher system in early childhood education development(5)broad the financing channels, enlarge the education investment and so on.
