Since the reform and opening up, many of the implementation of the policy is about promoting balanced development of elementary education this kind of theme. Currently, since implementation of universal elementary education policy, China’s education has made considerable progress, population coverage of nine-year compulsory education has reached 95%, only less than5%school age children are illiteracy. Teachers must be certified, teachers must be equipped well, the qualification rate of the various stages of the teachers is required to achieve 100%. Eliminate potential risk of building in campus, the average area which students occupying must be controlled within a reasonable range of values, in addition, campus planning, campus green area, teaching equipment and hardware must be standard or over the standard, they promote the healthy development of elementary education in many ways, and also completed a wide range of elementary universal education work, the construction work has also made remarkable achievements. However, what cannot be overlooked is in the process of the development of elementary education, there are still many problems that need us to resolve and need our attention. Educational development of non- equilibrium problem has been more and more concerned by a lot of relative departments and persons. In this perspective, how can we stick to the fundamentals to achieve a balanced financial investment in education is an important part in our future study for a long time., but also has important theoretical and practical significance.This essay has researched fairness of Financial investment in elementary education based on the theory of financial investment in relative elementary education, combined with a variety of normative analysis methods and empirical analysis methods from different areas, different regions and different types of school, and then uses the provincial panel data empirical to test the impact of four factors on the fairness of the financial investment in elementary education, and thus come up with relevant policy advice.Innovation of this paper is mainly reflected in: the specific quantitative analysis applied to financial investment in elementary education analysis, from different income areas, different regions and different types of school these three anglesto describe and analyze the fairness of the financial investment in elementary education, meanwhile discuss the essential reasons of unfairness on our financial investment in elementary education with the method of standard analysis and impact factor analysis, and also combining theoretical and empirical, and give out a workable decision basis for China’s financial system reform on elementary education.
