Pre-school education financial investment and pre-school universal is closely related."National long-term education reform and development plan (2010-2020)" sets "basic universal pre-school education" as the target of the development and reform of China’s education in the coming ten years."Several Opinions of the State Council on the current development of pre-school education" explicitly proposes that governments at all levels should list pre-school education funds in the fiscal budget and put more new education funds into pre-school education. Although the State Council has expressly ruled increased pre-school education investment, the current education financial system can’t guarantee the efficient usage of the education funds. Our pre-school input system is in need of reform.Some existed problems are found out about New Zealand’s pre-school education financial investment, such as insufficient capital investment, small proportion of government financial investment and irrational capital distribution. To solve these problems, the government of New Zealand unveils "Pathways to the Future" in2002, puts forward three goals:increase participation in quality ECE services, improve quality of ECE services, promote collaborative relationships. To reach the three goals, the government of New Zealand begin to reform the pre-school education financial investment.The literature on the specific reform of the financial investment of the pre-school education in New Zealand is reviewed in this dissertation. By studying the relevant materials, there are five main aspects in the pre-school reform of New Zealand, which are listed as follows:set the Equity Funding, implement "20Hours ECE"giving financial subsidies to the training program for pre-school teachers, changing capital input method and funding "Parent Support and Development Programmes". Most of the reform measures have good results in the specific implementation process. Based on a strong understanding, this dissertation analyzes the features of the reform of pre-school financial investment in New Zealand, including increasing the amount of investment, paying great attention to equity, education quality and the importance of the role of parents. Finally compared with financial investment in China’s pre-school education and New Zealand’s, some useful experience is obtained from the successful reform of New Zealand in pre-school education.
