| This article is mainly about the differences in education indicator system between American and Chinese local government, we mainly use comparative studies, choose several typical local governments which do well in basic education assessment, we will give some advice to improve our basic education assessment, in order to attach the aims of Education for all-round development.Education quality is the lifeline in enhancing the whole nation' quality, and school assessment which is as a important way to improve education quality is mainly used for supervising the education process and providing education message for administration department. Indicator system which is most crucial in education performance is focal point that will be discussed in this article, and we will take some examples which acts in city governments between American and China.First of all, we raise the assumption that inner factors lead to the differences in education indicators between the two countries. Then in the following two chapter we will analyze inner and outer factors which have influence on basic education assessment. outer factors include environment factors like economic, social and institutional variables. Then we will analyze the inner factors. Subjective factors mainly involve value system and education background and so on. And education service intrinsic characters because education is public product are also the inner factors , for example education input comes from government financial incomes , so it always pursue the input immensely huge.Based on these research we can prove our assumption is right, we will discuss the advantages and disadvantages between the two countries and point out the shortcomings in our basic education assessment. That what are advantages in American education assessment are always our shortcomings, but what are our advantages are always disadvantages in American indicator system. In our indicator system, we are lake of empirical research and efficiency consciousness and so on. These lead to our performance system is in vain or sometimes just formalism.Meanwhile we will give some advice to improve our basic education assessment indicators. But first we analysis the feasibility in our country including changing in whole nation's value and developing of the computer technology and so on. We can try from these aspects: first, we should change our value that not only input and output are important, that results and efficiency are also important, we should transform the traditional thoughts to views from new public management movement. Then while in our country education assessment always adopts qualitative analysis ,we should learn from American which education assessment use quantitative analysis. In addition, the best way is to integrate these two methods, but first you should make sure which indicator can be measured, which aspect can only use qualitative language. Thirdly, we should train the main body of basic education assessment , help them grasp professional knowledge as well as income experts in public performance. Finally, our government should pay high attention on basic education assessment, which means encourage the public to take part in the basic education assessment, input enough funds and participate in international academic communication which can learn from each other.In a word, our research try to improve the main body of basic education and provide information for the public sectors to make decision, benefit both school and stakeholders, and finally to help construct a school quality control system. |
