Education Informatization is an important constituent part of basic education modernization. It will bring about a leapfrog development in basic education by virtue of the development of basic education informatization.In this paper we constructed an localized basic education informatization indicator system which can be used in Shanghai in 2010 according to the current level of basic education informatization in Shanghai and our research on the development of basic education informatization in some developed countries.We hope that it can accelerate the overall development of basic education informatization,advance a leapfrog development in basic education reformation, and so attain the grand goal in 2010 for Shanghai to take the lead in realizing the basic education modernization in our country.In the first chapter, we described the connotation and characteristics of basic education modernization and the 2010's goal of basic education modernization in Shanghai. Here we set the model for informatization development of Shanghai basic education from education modernization's perspective; and discussed the connotation and significance of education informatization.In chapter 2 we first described implementary measures and achievement in basic education informatization in Shanghai from the start year of "the tenth Five-year plan" to now, then introduced the development and experiences of informatization in some developed countries and compared them with that in Shanghai, so that we could make clear the gap between Shanghai and these countries and ascertained the direction that Shanghai ought to make changes in.In chapter 3 we introduced and analyzed the relative research in the field of informatization system indicators in basic education both in China and abroad, so that we could draw lessons from them for the construction of the Shanghai indicator system.The chapter 4 is the key part of this paper. In this part we elaborated how to construct the basic education informatization indicator system in Shanghai. Here we first set forth an overall vision of basic education informatization in Shanghai, and then designed an indicator system to meet its developmental needs. Furthermore, aiming at the mechanism indicators in the indicator system, we also mapped out corresponding standard framework of education equipment to provide concrete guidance for the indicator system to be put into effect.In chapter 5 we put forward some policy measures to deal with the problems existing in the development of informatization basic education in Shanghai. Moreover, we introduced the practice of the indicator system in the development of basic education informatization in Shanghai.The last chapter is the conclusion and expectation. Here we summarized this study and raised expectation in the future.
