Study On The Development Of Community Service In China

Community is the basic element of modern city. With the development of economic and society, community has the more and more relationship with the people's life, building the community play the more and more important function in the society. The service of the community is the key factor of the building community, which can reflect the development of building community. Three decades of reform and opening triggered a huge social change such as transformation of economic system and transformation of people's value concepts. Service was emerging and developing under the certain social and historical conditions to adapt to social demands. However, many problems emerged gradually hinder the development of Community Service.With a thought stream of raising problems, analyzing problems, solving problems'and the community service theory as a theoretical starting point, this paper tries to reach the aim of speeding up harmonious society building. It summarizes the actuality and achievements of Community Service, and then points out the main problems and puts forward the basic opinion according to New Public Service Theory and Polycentric Order Theory. This paper makes an empirical analysis of the community service of Taishan district and studies the experiences of Community Service from other countries by comparison analysis method.Finally, this paper puts forward countermeasures and suggestions for the community service development on the principle of 'Human-oriented,Socialized,Classified direction',such as strengthening the government leading, strengthening basic construction, promoting the informatization of the community service , building community consciousness in the whole society, and developing industrialization of the community service.
