Handicapped Children are a lower-class group, its educational development is a sign and window for educational development and social development, so people put more and more attention to it. On the basis of analyzing the handicapped children's educational history development, system and current model, this paper believes: owing to the influence of history and culture condition in China, , the education for handicapped children needs to break the bottleneck, which will be better for handicapped children's physical and mental development. In view of the handicapped children's education is a proposition of the global primary education and America do it best, which succeeds in implementing the plan of the handicapped children's education and makes the effective protection from the policy of legislation, the allocation of resource and supportive services, and form a complete model of the educational system and accumulates much experience. Therefore, the aim of this paper is to make comparison study of the education for handicapped children's education between America and China, and then advances enlightenments for handicapped children's education .This paper defines some related concepts about the handicapped children and the handicapped children's education at the theory level, and makes a deeply comparative research about the cultural background, policy guidelines, educational system and educational model of the handicapped children's education, and analyzes and summarizes the achievement in the process of education for handicapped children in both China and America and shows some experiences and lessons for us.Based on the foregoing research, the writer gets the following conclusions. Firstly, the development of handicapped children's education is not an easy process. Secondly, both China and America point out the specific direction of the handicapped children's education, there are different types as specialized organization, special classes or returning to the mainstream learning. Thirdly, China and America have different educational model. Fourthly, we should increase security measures on the educational system and model for handicapped children and try something new.
