With the arrival of the 21st century, economic globalization and knowledge economy have become the main theme of development in this new century, creativity of knowledge and people replaced the capital, technology, natural resources and so on, became the main driving force of social development. The generation and application of knowledge and creativity, in the final analysis can not be separated from the high efficiency and high-quality personnel. General College as a high-quality talent pool is charged with the historical missions to train talents and carry out scientific research for the country. The key to fulfil these tasks lies in the initiative and creativity of college teachers. Therefore, how to arouse the teathers' initiative by taking various incentive policies. According to this cognition, the article focuses on and spreads out from the driving effect of the teaching staff of colleges and universities and its affecting factors.First of all based on reviewing and analyzing literature, this paper carries out a macroscopic analysis of present situation and problem of university teachers incentives, points out the existing research insufficient in teachers' salary and performance evaluation system, training programs and career planning in China. Then making a empirical analysis for the teachers of H university using the questionnaire method and mathematical statistics, by SPSS 15.0 statistical analysis software. The results show that basically, the school's pay system can ensure the physical security needs of teachers, however, performance evaluation system is unreasonable, which can not play its due role in incentives and supervision; there are fewer opportunities for teachers' education which can not meet the higher demand for self-realization of university teachers, so the construction of the training system needs to be strengthened; the career planning is not clear, which has seriously affected the initiative of university teachers' teaching and research. Finally, based on the above findings, This article puts forward a reasonable proposal of the existing college teachers incentive system from college teachers pay system, training system and career planning three aspects.
