Since 1990s, innovation of information technology represented by computer technology and internet influences education in various ways. The application of multimedia and internet in higher education is unavoidable. In such circumstances, due to the lasting malady existing in higher education technology organs, its management system has lagged dramatically behind the fast-growing education technology .That has led a less effective higher education technology with huge invest, which block both the reform and development of higher education institutions and education technology. Hence, for higher education institutions, it's necessary to build a subjective, authoritive and efficient running mechanism and management system.N University is a local and comprehensive university, which establishes the centers of E-teaching, of computer, and of internet. Using empirical research, this thesis, after finding the problems, analyzes causes, and proposes countermeasures and advices which include clear functions of organization, reasonable organization form, a more strengthened construction of system and staff.Through literature review, the author defines the core concept of education technology and the management mechanism , reviews the history of education technology and of management mechanism in higher education institutions .Additionally, through interview, the author states the current situation of education technology management mechanism in N University from four perspectives, namely, the situation of organization structure, of organization function, of education technology staff, and of policies and rules.Through analysis, the author recognizes three major problems within management mechanism of higher education institutions, first, lack of unified efficient management, second, deviation of position limits the function of education technology, lastly, cumbersome administration leads to lower efficiency.Causes can be classified into four categories, first, too much dependence on upper level administration, second, lack of officials' awareness and inadequate professional knowledge leads to lower efficiency of management, third, fear to organization innovation which delay the solution of problems, lastly, lower qualification of staff block the reform of education technology management system.
