Facing with the building of socialist economy market system and development of educational service trade after entry WTO, our higher education administration system is encountering unprecedented challenge. The thesis is fixing attention on building trinity new system of higher education administration and service, which has an important theoretical and practical meaning on the management of our higher education and it's joining global competition. The article analyzes the reformation of our higher education management mainly from three points: Firstly, the article briefly exhausted higher education administration, wherein the definition of management system is the generic term for the organizations and the related systems through which the state can manage the higher education. It proposes that the government should distribute part of the management rights to the social groups and the introduction of social groups into the management is a kind of resource distribution and enhances the management efficiency. Based upon this proposal, it classifies the management system type, and looks back our higher education's development history. Secondly, the article analyzes and deducts the status quo of the higher education management's reformation, mainly sums up it's achievements ,experience and protrusive problem. The author thinks the Decision of the Central Committee of the Communist Party of China on Education System Reform issued in 1985 as a boundary, the reformation before 1985 is power's grasp and distribution by higher layer, which didn't change it's substantial management on higher school. Since 1985, the management system reform was ushered into a new phase, which was divided into three steps: preparation, exploration and general promotion; It summarizes the reform achievements in the central government, local governments and colleges and universities'autonomy in running schools; and further summarizes the experience in the higher education management system reform of China. However, the author induced the excel problems existing in the reformation of higher educational management system, and analyzed the deep reason. For example, the defect in the management system is caused by the imperfection of the policies and regulations implementation. The reason why the market influence is limited is that the competition among higher education's products, employment market, science and technology market and institutions of higher education has not been formed yet. The reason why the local governments are weak in overall planning is that the governmental function of higher education management is not well changed yet, and the local governments are still functioning under the authorization of the central government. The underdevelopment of intermediary organizations of education is caused by insufficient development space left by the traditional higher education management system, and therefore the intermediary organizations of education in China is characterized by underdevelopment, weak authority, unclear function and incomplete regulation. Next, it looks back at the history of the higher education management system since the establishment of PRC, and summarizes the achievements and experience of the higher education management system reform in China. Thirdly, it proposes to further the higher education management system reform, and constructs a conception of triplicity to the new system of the higher education management system reform, namely the macro-management of the central government, the planning of local governments and social participation inmanagement. This new management system is characterized by the authoritative intermediary organizations and service concepts. With Deng Xiaoping Theory and "Three Representatives"as theoretical basis to develop higher education intermediary organization; analyzes the trend of social participation in management with public selection theory, analyzes the existence possibility of higher education intermediary organization with the transaction cost theory.
