Strengthening characteristics of university is not only a survival strategy for colleges and universities, more importantly, the university's developmental strategy. China has taken vocational education as an important strategy to adjust the structure of education with the advent of the era of knowledge economy and the establishment of the socialist market economic system, so the work of vocational and technical teachers are facing opportunities and challenges.An independent institution of vocational and technical teachers is an indispensable and important component of higher teacher education. It is because of the layout of the national higher education and the needs of the national vocational education development that vocational and technical teacher institution is set up, primarily for secondary vocational and technical education. vocational and techinical teacher's college should fulfill the responsibility of "talent cultivation, scientific research, social services," and it also should be innovative and unique and advance with the times. However Researchers have a lot of study about the the characteristics of universtiy, there is little discussion about vocational and technical teacher's institution and many are about empirical study of certain institution, hence the research system is not systematic and complete. The paper attempts to pur forward the suggestion about strenghtening vocational and technical institution by comparative analysis, so it can provide reference for the sustainable development of vocational and technical teacher's college.The experience and achievements of the universtiy-running characteristics give us profound enlightment to explore and study the characteristics of vocational and technical teachers institution. Although many researchers have described the school- running features from different perspectives, there are still differences in some understanding, but all of them contain a "special and outstanding" meaning, having an agreement on the definiton. In general, the definition of university-running characteristics refers to one type or one school's unique style under the guidance of a certain educational idea and the premise of accurate orientation, which is acculmulated after a long period of time and widely accepted by society. Its characteristics can be summarized as follows: the uniqueness and superiority, succession and stability, development and innovation, systematic and socially accepted. Its main construction contents include the concise educational philosophy, a clear school orientation, optimizing specialized subjects, exploring training model, deepening scientific research, reshaping university spirit and standardizing the management of the university and etc. The construction of running-universtiy characteristics is a systematic engeering, so we should have clarifying ideas, accurate orientation, key breakthroughs and form university-running characteristics gradually.Higher Vocational and Technical Teacher's Education was born in the early 1980s, which is a a special type of higher teacher education to adapt to China's vigorous development of vocational education. The difference between higher teacher education and vocational and technical teacher's education is that former serves for primary and secondary education, while the latter is for vocational education(high and medium vocational and technical schools),which is primarily for the purpose of cultivating all kinds of talents who is in moral, intellectual, physical, and aesthetic development or technical talents of related major.It is teachers training, academic , and vocational , comparing with other higher education. At present, whether in China or other countries ,international training of vocational teachers is undertaken by not only an independent vocational and technical teachers colleges but university, general Normal University, as well as the engineering colleges. Therefore, we call China's higher vocational and technical colleges as "independent vocational and technical teacher's college. There are eight vocational and technical colleges, the first of which is Jilin Engineering and Technical Teachers College set up in 1979. The other seven are Tianjin Engineering Normal College, Jiangsu Technical Teachers College, Guangdong Polytechnic Normal University, Henan University of Science and Technology, Hebei Normal University of Science and Technology, Anhui Institute of Technology and Science and Jiangxi Science & Technology Teachers' College.After 30 years of development, vocational-technical teachers'college has made great progress in the school conditions, disciplinary professional, teaching staff, personnel training, scientific research, base construction and foreign exchange and other fields, laying a solid foundation for sustainable development. Targets are established to build a multidisciplinary vocational-technical teaching college which is influential both at home and abroad. The school level is geared to meet the development needs of vocational education which gives priority to undergraduate education and develop graduate education. Talented personnel training have been focused on high-quality teachers training and application-oriented high-level professionals. Great importance is put on the building of"double-duty"teaching team, and the degree structure and job structure are gradually optimized, the proportion of"double-duty"teachers increasing year by year. School conditions have improved rapidly, and the school construction area, books, and the total value of teaching equipment have mostly or totally reached the evaluation standard to the universities with undergraduate course. Discipline specialties are reasonably offered to highlight professional characteristics; the school has been offered with provincial-level key disciplines or specialties above provincial-level characteristics. Curriculum reform and practice teaching have achieved remarkable results. Personnel training model and innovation have been further strengthened with the steady increase of students'practical ability.Judging from the current research on the independently setting features for running vocational and technical teachers'school, the majority stays in the empirical research of the characteristics of their respective institutions, and there is very few comprehensive theoretical understanding. Take Jiangsu Technical Teachers College as an example, they have summed up their own features for running the school as:"Normal + technology", that is, adhering to the school orientation of"based in Jiangsu Province, radiating the whole country, geared to vocation education and serving for economy."Educational philosophy, that is,"the mixing of three types"(academic, teacher training and technical) has been established to implement the system of"three certificates"(diploma, certificates of technical qualification, vocational qualification credentials of basic skills) and develop"double-ability"personnel (both able to engage in theoretical teaching and practice teaching as well). Jilin Engineering and Technical Teachers College has summed up its own features for running the school as"academic, technical and teachers training". They have also established their service orientation of"Three-dimensional integrated", that is,"Geared to vocational education, serving for vocational education and leading vocational education,"and their social function characteristics of"trinity", that is,"vocational teachers cultivating, vocational teacher training and vocational education research". Henan Institute of Science and Technology has also made a useful exploration in personnel training model, and built a vocational education teacher training model to implement the"four-double project"(that is, double-duty qualities, double-base construction, double-skill training and double-certificate system), all of which have conducted a useful exploration in the features for running vocational and technical schools.The constructing of features for running higher education is complex system engineering. In this system engineering construction, the school should not only correctly handle the relationship with society and government, but also should properly handle the relations within the schools, so as to effectively promote the harmony and unity of school size, quality, structure and effectiveness through feature building. First of all, we should establish a modern university concept and unswervingly take the path of"based on quality, prospering with features for running it and developing by talented personnel". Secondly, we should correctly understand the opportunities and challenges that the vocational and technical teachers'school face and exploited the comparative advantages to make a breakthrough progress in constructing features for running the schools. Thirdly, we should highlight the feature-building of"teacher-training, academic and technical". Fourthly, we should devote efforts to"double-duty"teachers'team building and specify"double-duty"teachers'standards, overcoming the lack of teachers and establishing an open"double-duty"teacher cultivating and training system. Fifthly, we should innovate upon personnel cultivating mode, adhering to the principle of"people-centered"and establishing a personnel cultivating mode of combining"production, study and research". Sixthly, we should expand the autonomy for running universities or colleges, enhance their awareness of lawfully and independently running universities or colleges on their own and make full use of statutory free space for development. We should also decide on our own the development and construction matters and promote the formation of features for running the schools according to the comparative advantages in discipline construction, personnel training and community service.
