Along with the rapid development of the economic globalization and information society, internationalization of higher education becomes the key characteristic and general tendency of higher education development. The degree of internationalization is becoming the most important evaluation criterion of the development level of higher education in one country. The early years of the 21st century are the "golden era" of Chinese higher education. Without international cooperation, Colleges and universities cannot realize internationalization. In the process of exchange and transmission of education and technology, international students are the important factor to promote the internationalization of regional culture and the media of culture transmission. Accelerating the education of international students in China is an effective strategy to enhance the core competitiveness of Chinese universities. In the era of development between size and number in international students in China,"education quality " is one of the keywords in education field. For various reasons, however, China's international students education development in this aspect has been slow.This paper is under the above-mentioned background. Firstly, analyze the background of higher education internationalization. Then, on the basis of infrastructure theory of the content, form and evaluation criterion about the internationalization of university, propose the approaches to internationalization and elaborate momentum of development of international student education in The United States, Germany, Japan and South Korea. From the angle of both theory and practice, I try to analyze the history, current situation and several cases in international students in China. Chapter four is about the content of the views on higher education quality and internal and external factors. Chapter five makes an analysis of the factors that influence the education quality of international students in China and puts forward the strategy of cross- cultural adaptation, suggestions for development of regular education, strategy of international students management and education quality guarantee system in China for international students through questionnaire, literature and comparative analysis methods. These strategies ensure the international students education in China go on smoothly, enhance the competitiveness of higher education and promote the internationalization of higher education in China.
