Academic Freedom is not only a significant theory in Philosophy of Higher Education, but a practical problem in the development of modern university. There are many traits of university, such as teaching, researching, social service, industry and culture. Yet such traits just belong to the functional traits, by which the fundamental features can not be shown. The essential traits of university lie in its academic trait, which plays a dominant role throughout the process of university activities and decides where university will go. It is the academic traits that distinguish university with other social organization. There have been plenty of works about the ideal of Academic Freedom ranging from its original appearance to its full development, including the process of its development, its profoundly internal and external meanings and its systematic guarantee. However, how did it influence and in which aspects did it influence the growth of modern universities of China, and which methods should be taken and how effective it may be in guarding the spirit of Academic Freedom, and how is it applied to the action of building the first-class universities, should be considered carefully.The developing process of universities in the West has been discussed in this paper. Through analysis of the relationship between Academic Freedom and ideology, the author tries to give some inspirations to scholars in correctly realizing academic freedom right and guarding the freedom spirit. In addition, combined with current situation of modern universities in China, this research paper explained understanding of Academic Freedom in the eyes of our modern universities development, in order to find out the problems existing in realizing Academic Freedom and practice it. For example, how to keep the balance of academic right and administrative right, and how to solve the problems of regulating and ordering academic issues, so as to enhance the understanding and applying of Academic Freedom. The eventual goal of this paper is to provide scholars and their groups some inspirations in correctly understanding Academic Freedom and using academic right.
