In china, ethnic minorities in remote mountain areas generally have low level education,and the problem of students'low academic achievement is outstanding. The government has invested a lot of money in elementary education in minority, but the results is barely satisfactory. In light of the reality, this is not a simple issue of inputs and outputs. Improving the minority students'academic achievement is the key to raise the population quality and accelerate the development of ethnic regions.Taking Yaoshan Country for example,this paper is based on the following theories such as Cultural Discontinuity Theory, Cultural Confliction Theory, Cultural-ecological Theory and Multicultural Integration Education Theory. This paper tries to analyze the reasons of the Yao students'low academic achievement, and discuss how to improve it.This fieldwork survey indicates that governments at various levels have put large amounts of funds into Yaoshan's elementary education from 1983.The Yao students study free in primary school.Schools provide the Yao students with book,food,clothes and bedroom. 20 years later, although Yaoshan's elementary education has made a great development, the problem of the Yao students with low academic achievement is still outstanding. There are several aspects indicating students with low academic achievement, such as the low enrollment, poor academic performance and receiving education in a short time.The leaders of educational department,teachers,students and their parents have different views about students'academic achievement. Many factors impact the Yao student'academic achievement.The outside factors of educatin are their poor families,parents'low educational level,the local people's educational values, language barriers, the Yao national students'self-enclosed psychology as well as the conflict between the Yao ethnic culture and the mainstream culture.The internal factors of education have great influence on the Yao students'low academic achievement. The Yao students have suffered some unfair treatment, such as no preschool education, lack of bilingual teachers, similar and dull teaching methods and materials used by students with the tendency of urban areas. The study adopts Multicultural Integration Education Theory to deal with this problem of the Yao students with low academic achievement. Specifically, there are some methods, such as building pre-school education, training more bilingual teachers and improving the teaching quality of local school teachers by On-the-job training, encouraging college students to go there for practice, enhancing the popularization of information technology and promoting the adaptation of national education in local schools from all aspects.This study has revealed that the unfair factors in education and the conflict between the Yao traditional culture and the mainstream culture of school affect students' academic achievement. The purpose of the research is to analyze the reasons of the low academic achievement of the Yao students through the investigation of the schools' education as well as the social economy and culture, and take these reasons into consideration. This paper maintains that schools will be accepted by the local people if schools can cultivate students who adapt to the local economic development. Finally, school education will promote the Yao student'development and meet talent demand of Western Development.
