The Reform and Opening-up has not only brought economic, political and social reforms, but also re-organized the relations among the government, market and society. Government gradually withdraws from direct control of economic and social field and gives part of the power to the enterprises and society. A series of new social space has emerged in the process. It has created conditions for the development of NGOs which is a new organization and is dealing with the space. Since the Reform and Opening up, NGOs in our country have sprung like bamboo shoots after a spring rain. There were less than 100 national associations worldwide and the about 6,000 local associations in the 1960s. However by the end of 2006, the number of various kinds of NGOs has increased to more than 346,000 which includes 186,000 social organizations,159,000 civil non-enterprise units and 1,138. foundationsIn the face of rapid society transformation, NGOs which is in the earliest stages of development and have to confront with different choices. That is how to develop steadily between modern and traditional, how to grow rapidly in the current system environment and also how to search out a suitable development path. The economic and social development levels in the counties of southern Jiangsu have grown vigorously. So the development of NGOs in these counties deserves our full attention. On the basis of large numbers of literature study, this paper studied the case of NGOs in the counties by the method of field research and analyzed the supply, function and affecting factors of organizations in order to find the right path for the development of NGOs. At the same times, I hope it can provide experiences and planning proposals for the development of the same type of NGOs.
