The highlights of the urban agglomeration in Southern Jiangsu area and Shanghai,is the inevitable outcome of the integration, to a certain stage, of the Yangtze RiverDelta. The urban agglomeration in Southern Jiangsu area and Shanghai gave birth totalent siphon effect and talent spillover effect from Shanghai to Southern Jiangsu area,and presents a long-term and persistent trend. For the Southern Jiangsu area, the talentsiphon effect will directly cause a loss of high-quality talents and make a negativeimpact on its industry spanning development; talent spillover effect, however, willincrease its talent reserves and improve personnel competence. Therefor, weaken thenegative impact of talent siphon effect to the least, maximize the benefits of talentspillover effect, has become not only the important work of local government talentmanagement in Southern Jiangsu, but also a hot issue of academic research.This thesis began with the perspective of urban agglomeration; then came up withthe theoretical analysis of talent siphon effect and talent spillover effect which the urbanagglomeration brought to personnel work in Southern Jiangsu area; later on, made adeep analysis of the two effects from the perspective of industrial structure andpersonnel policy respectively; finally, put forward the selection of local governmenttalent strategy in Southern Jiangsu area under the situation of urban agglomeration, andlooking forward to providing a reference to the relevant local government personneldepartment.
