In present, with the swift development of science and technology, knowledge economy has already started, and the national strength competition is becoming fiercer and fiercer. Essentially, the competition in national power is actually the competition of talents, which, in reality, is competition in education. In the face of the international environment, the improvement and reform in education is the major strategy for every country. Because the core of educational reform is the curriculum reform, our nation launched a new round of policies to curriculum education in elementary education at the beginning of the new century. The nucleus of implementation of the curriculum falls on the course of physical education and health in schools. Sports teachers of primary and middle schools play an important role in the operation of education of sports and health, while, at the same time, they are also mainly in charge of the implementation of the course of physical and health. Whether the self-quality of the PE teacher can adapt to the requirements has a close relationship with the enforcement of the curriculum reform in physical education and health. With the experiment and popularization of the new curriculum reform, the teacher training goes ahead like wildfire. It has been a decade since the course training for curriculum reform in physical education and health came into effect in Jiangsu Province. It is a burning question that what is on earth the efficiency of new curriculum training in southern and northern Jiangsu, whether there is some differences between the two regions, what are the problems in the process and how can we effectively train our teachers. These answers do help to adapt our middle school PE teachers to keep abreast to the times. It is also better to implement new curriculum and advance the development of reform in physical education and health. By the way, the research has some research significance and value. This paper presents efficiency of new curriculum training in southern Jiangsu (Nanjing, Suzhou, Wuxi, and Changzhou) and northern Jiangsu (Xuzhou, Lianyungang, Huai'an, and Yancheng), in total 8 regions and 48 middle schools, by using questionnaire, documentary information, Delphi technique, and comparative method. It also gives a detailed analysis of the investigation findings. Thereby the following conclusions may be reached: the numbers between the male and female PE teachers who participate in the training for curriculum reform are about the same in these two regions; while in title, southern Jiangsu higher than northern Jiangsu; in school age, northern Jiangsu longer than southern Jiangsu. In the respect of urban-rural structure, the numbers are approximately the same; in the form and level, southern better than northern. These three aspects: changing the traditional teaching philosophy, understanding the contents and standards of sports and health, improving the teacher-student relationship, achieves a distinct effect, while other facets get a relatively lower efficiency. The PE teachers in southern Jiangsu are more satisfied in the training methods than those in northern Jiangsu. School training does not arouse adequate attention in northern Jiangsu. Both two regions are not content with the training teachers. PE teachers of excellent first-line are junior high school physical education teachers in the two areas most looking forward to the training of teachers. It is the same with the whole evaluation in the efficiency of training, both regions low, with southern Jiangsu better than southern Jiangsu. Some suggestions are put forward according to the research. Increase training and improve the level of training .It is vital that rational arrangements be made in order to show features of integrity and relevance. School training should be strengthened and be the combination of school training, school research and school teaching. It is also important to build a team of teachers training that contain abundant teaching experience. More flexible and diverse training methods should be adopted so as to stand out the principle position of the teachers in training. Last but not least, we should pay more attention to the management and application of the platform of EMAN resources.
