Constraints of China's population problem is the key to economic and social development factors, an in-depth implementation of the scientific development concept, building a harmonious society face major problems. Papers on Population and economic development based on economic theory, combined with the implementation of China's family planning policy of the historical background of the use of cost-benefit analysis, in-depth analysis of China's family planning policy benefits of the population, economic and investment costs and the potential costs, in accordance with at this stage of China's national conditions and requirements of sustainable development and the strategic plan the party and the state, the use of systems analysis methods, the low birth rate stable, co-ordination to resolve the issue of China's population development support system of the population. Development support system in the population, the establishment and perfection of the family planning policy, the policy system and the exogenous policy system endogenous proposed change in policy models. Exogenous policy system, including the stability of the low birth rate; the implementation of focus to structural balance, the quality of priority; intensify the family planning policy in three areas of the economy. Endogenous policy system is mainly dependent on the social and economic development of an integrated policy support system, including the promotion of rural economic development; effectively promote urbanization; improve the social old-age security system; improve the education system in four areas. Model in terms of policy changes, should be further adapted to the requirements of the development of market economy, from the administrative and economic constraints to the enforcement of legal norms and economic interests change-oriented.
