The main content of this paper is: first, analyses the benefit of the population and family planning from the macroscopic and microcosmic perspective, grasp overall change trend and judge the investment value of the family planning programs, grasps the influence of family planning have an effect on the whole society and economy, provides valuable experience for sustainable development of the population and family planning programs. Secondly, analysis family planning funding needs, through the analysis found that the problem of current population and family planning development is aggravated contradiction of funding needs and supply plan, financial growth speed below funding needs growth speed. Finally, puts forward relevant countermeasures for the problems that existed in the population and family planning program's funding needs, establish new system which satisfy the relative balance of the funding needs and supply, and constantly improve the funding safeguard mechanism.Based on the analysis of funding needs and Combining Zaire law and effective demand theory to established new system by funds demand funds supply, and proposes strengthening funding supply power, meet the increasing needs and rational utilization of the funding, use funding efficiently so as to meet the demand and supply of funds relative equilibrium, Through specific investment objectives and priorities, increasing financial investment, perfecting population and family planning work into the long-term mechanism to perfect funding guarantee mechanism.
