Urbanization is an important symbol of modernization.In the 21st century, competition between countries is mainly the competition between cities. In recent years, with China's accelerated urbanization process, urban society has undergone tremendous changes; and the improvement of material life of urban residents has made considerable progress, showing the world that China is stronger...... However, the "comparison" is absolutely not just a one-dimensional problem. When we focus on the world, and compare with cities that still have charm with glorious history, we find the gap between China's cities and them:process of urbanization is accelerating, but the quality of urban construction is low; urban society has changed, but the change lacks long-term planning; the material life of Urban dwellers has improved, but the spiritual life is increasingly depleted; the cities'appearances are new but they look similar. It is an indisputable fact that the current prosperity of city can not conceal the difficulties of cities'sustainable development. And all problems stem from the neglect of urban culture, the core competitive element in cities' competition, while all are the representation of the missing urban culture. Development of cities needs to emphasize on "quality" as well as "quantity" and on "sustainment" as well as "prosperity". That is, urban culture is precisely the booster to realize sustainable development. Currently, problems in China's urban development suggest that of urban culture construction. Therefore, strengthening urban culture construction should be taken into the agenda.This paper studies on urban culture construction and attempts to put forward the suggestions after analyzing the main problems and reasons of China's urban culture construction. The whole paper contains four chapters.The first chapter is the Introduction, including the major research background, theoretical meaning and practical significance, the current academic research on the status of urban culture, the methodology and framework.The second chapter mainly analyzes problems of urban culture. It contains the definition of urban culture, features, functions, several perspectives of urban cultural studies. "Three balances and one sublimation" is the key of this paper, which means the balance between mainstream culture and personality,openness and characteristics,historical continuity and innovation,as well as the sublimation of city residents. The second and third parts of the article are based on that. It places the city's cultural in a three-dimensional coordinate system to achieve their own urban culture construction by balancing the relationship between a city with history and innovation, openness and characteristics, mainstream and personality. The ultimate goal and guiding principles of urban culture construction is to realize the sublimation of a city's residents.The third chapter discusses problems and reasons of urban cultural construction. The problems of China's urban cultural construction are multi-faceted. This paper makes in-depth analysis to three prominent issues:city image convergence; spiritual depletion and vulgar culture rise; Urban culture single orientation from the city's own characteristics. Reasons are discussed from four aspects:the impact of globalization, the one-sided understanding and over-enthusiasm of cultural industries, the effects of rapid process of urbanization, and the impact of government performance evaluation mechanism.The fourth chapter is to propose a solution for the problems. It includes city's image-building, the supply of cultural products, and the analysis of location path about urban characteristic culture. This part infiltrates the important thought of "three balances and one sublimation", which is the main line to start and develop.
