Yuan Shikai period is an important stage for the reign of northern warlords, which starts from March 1912 to June 1916, four years in all. Yuan's government gave high priority to education and promulgated a series of codes, rules and regulation, which in turn promotes the development of modern education. It goes without saying that educational policies is closely related with politics, economy of certain society and enacted by the ruling class. Therefore, educational policies discussed in the thesis reflects educational philosophy and thought of the government head-- Yuan Shikai. Previous research have frequently touched upon Yuan's educational thought and activities and borne rich fruits. However, study on educational policies during Yuan's period is still few and far between.The thesis the educational policies during the period of the new deal in the late Qing dynasty and educational measures during Nanjing provisional government from background of Yuan's education policies. It analyses general education philosophy of Yuan and his government, mainly focusing on the concrete educational measures, for example, borrowing of "renzi" academic system, developing compulsory education, encouraging development of social education, taking investigation aboard and education policy on study abroad seriously, adopting motive measures such as donating money for education, advocating respect of Confucianism and reading classics in ideology. And it inquires into their influences on governmental education policies and implementation effects from politics, economy, culture and talent views. Finally, it comes to the conclusion that education philosophy of Yuan and his government has significant value for modern education. Implementation of education policies by the government facilitates modernization, democracy and legalization of Chinese education. Obviously, certain governmental education policies have historical limitations to some degree.Its education philosophy has the aspect of adapting to social education development and reality, on the other hand, feudal conservatism. It has the duality of modernization and conservation. Due to deficiency of education budget and incompleteness and inconsistency of implementation, its implementation effects are influenced. However, historical significance of Yuan's education policies can't be denied. Instead, we should draw lessons form his policies and make our current education policies more rational.
