Research On The Provision Of Public Sport Service Of Chaoyang District Beijing

Based the study on the public sport service of Chaoyang District of Beijing, this paper uses the way of the document materials, interviews with experts, logic to analyze the public sport service of Chaoyang District.First, this paper analyzes the material base and the importance of promoting the public sport service level of Chaoyang District. Chaoyang District is in 2008 Beijing Olympic Games main facility locus, the local government and sport administrative department, taking the Olympic Games as the turning point, promote enormously the level of the local public sport service. During the period of the Eleventh Five Years'Plan, each economic indicator develops fast in Chaoyang District, so it provides the material base for the public sport service. In the overall plan of Beijing, Chaoyang District is located as the important international contact window, the foreign service industry developed area, the modern sport cultural center and the high technology industrial base of Beijing. The role of Chaoyang District requests enormous development not only of the economic development and the hardware facility, but also of the region soft strength, including the public sports service, which sets a higher request to the public sport service. The structure's characteristic of Chaoyang District population is the non-native population are many, and the ingredient is complex, which means it has not only the top level talented persons, but also the external work personnel, which sets a multiplex request to local public sports service.Second, this paper analyzes the content, the main bodies and the sources of fund of the supply of public sport service of Chaoyang District. The content are conducting all-people body-building project, which are the newly building and renewal of "home project", the newly building of sport adaptation community, construction of the new countryside sport facilities, the newly building and maintaining of indoor and outdoor sport facilities and the establishment of community fitness club, and the organization mass sports building activities, which have their characteristic in Beijing and mainly launches from three aspects:First, conducts each kind of mass sport activities regarding the Olympic Games. Second, carries out all-people body-building activities for all residents. Third, make non-native population participate in all-people body-building activities.The main bodies of the supply of Chaoyang District public sport service includes:the local government and the sport administrative department, the Non-governmental organizations, namely the trade union, Women's Federation, Communist Youth League as well as all kinds of associations and social groups. The main source of Chaoyang District public sports service's fund includes the financial allocation and the sport lottery public welfare fund.Third, this paper analyzes the main problems of the public sport service of Chaoyang District, which includes the main supply body is unitary, the low efficiency of the operation of the sport facilities and the lack the effective achievements inspection mechanism.Based on the above analysis, the suggestion which this paper proposes are:guarantee that the public sport service funds increase gradually along with financial revenue's growth; strengthen the communication with other collective services departments to enhance the execution efficiency; collects public sport service fund from all channels; enhance the effect of the sports associations and the youth sport clubs in public sport service unceasingly; encourage the sport business to provide the fitness product in low price through policy support; encourage the resident to participate in the public sport service decision-making.
