Research On The Development Of Multiple Suppliers Of China's Public Sport Service During Transformation

With the rapid development of China's economy and the improvement of the living standards and the people's awareness of health,the demand for public sports services has become stronger and stronger.At present,the main contradiction of China's sports development is between the people's growing needs for good lives and the inadequate development of public sports services.Improving the public sports service supply and efficiency are the key points for meeting people's sports needs.It will certainly promote the process of “National Fitness Program” and “Healthy China Construction” to improve people's health and national quality.This thesis,Guided by Xi Jinping's Socialism Thought with Chinese Characteristics in the New Era,with the combination of normative and empirical researches,studies the suppliers of China's public sports service during the transformation by absorbing form latest modern social science researches.The methods of research used include literature reviews,expert interviews,questionnaire survey,case studies,mathematical statistics and etc.This paper combs the theoretical origin of the multi-suppliers development of public service,analyses the traditional mono-supplier model and its disadvantages and probes into status quo of the China's public sports supply and the present practice of the multi-suppliers model.In addition,the experience of public sports supplies in the developed countries has also been borrowed for helping the establishment of the model of cooperative win-win multi-supplies and the proposal of relevant policies.The findings are as follows:1.Public sports service,with the flexibility of cooperation mechanism and model guided by the government and participated in by multi-suppliers,is the process of provision of public sports services and products to meet the diverse demands of the public and to realise and protect their rights and interest.It mainly includes: sports expenses,sports venues and facilities services;sports organization services;sports activities services;sports information consulting services;scientific fitness guidance and training services;policy and regulation construction services;2.The demands of people for the public sports service has the tendency of diversity,that is,varying in different social classes,regions and people living in towns and in the country.The public have a urgent demands for community sports service.3.The government's monopoly of sports supplies during the period of transformation can not make full play of the market and society and bring about problems such as,a paradox of waste and insufficiency of service supply,imbalance and low quality as a whole and low public satisfaction.4.For a long time in the future,government will still be playing a key and leading role in China's public sports supply.The feasible cooperative win-win model of multi-suppliers could be: a cooperative win-win model demand-oriented,guided by government,and participated in by multiple suppliers.5.government is supposed to play a leading role in laws and the system construction,guarantee of legal rights of multi-suppliers,supervision of the supply process.The private sector focuses on the development of a developmental public sports service to meet the needs of the public;non-profit organizations focus on the provision of voluntary public sports services.
