Research On The Supply Of Regional-level Public Sports Service In Beijing-tianjin-hebei Region

The public sports service of regional-level in Beijing-Tianjin-Hebei is accompanied by the construction of Beijing-Tianjin-Hebei integration,which is an important part of the basic public service system of the country.Improving the supply of public sports services in Beijing-Tianjin-Hebei region is to meet the growing needs of the people who is striving for a better life,to meet the realistic needs of the development of Beijing-Tianjin-Hebei region,to promote the co-construction and sharing of regional public services,and to promote the coordinated development of Beijing-Tianjin-Hebei region,and it is of great significance.The public sports services of regional-level consist of public sports goods and services provided through certain forms of collaboration to meet the needs of citizens in the region,optimize the allocation and collaborative sharing of sports resources across regions.Beijing-TianjinHebei region has abundant sports resources with different characteristics and complementary advantages.It is geographically connected and closely related.The sports culture within the region also has certain similarities.The convenient and developed transportation network facilities provide convenient conditions for sports cooperation among the three regions.Taking the supply of public sports services in Beijing-Tianjin-Hebei region as the research object,this paper discusses the necessity of the supply of public sports services in Beijing-Tianjin-Hebei region by using the methods of literature,logical analysis and expert interviews.Through the analysis of the present situation of the supply of public sports services in Beijing-Tianjin-Hebei region,it finds out the supply of public sports services in Beijing-Tianjin-Hebei region.The dilemma and influencing factors are discussed,and the corresponding countermeasures are put forward.In terms of strengthening the supply of regional-level public sports services,the governments of Beijing-Tianjin-Hebei region have carried out some practices in the field of regional-level public sports services,including jointly formulating regional sports policy documents,signing sports cooperation agreements,promoting regional cooperation,and jointly organizing regional sports competitions(festivals)which can meet individuals who have a variety of sports needs,as well as building regional sports information resources platform,showing the merits of the three places,and doing a great job of supply-side reform.The study finds that there are still some problems in the supply of regional-level public sports services in Beijing-Tianjin-Hebei region.The supply of regional-level public sports services involves the rational distribution of power and interests of three local governments,insufficient coordination and autonomy of the three local governments,lacking benefit sharing mechanism,coordination mechanism and imperfect assessment and accountability mechanism.This has led to the supply dilemma of public sports services in Beijing-Tianjin-Hebei region,and hindered the process of public service co-construction and sharing.To solve the problem of inadequate supply of regional-level public sports services,it is necessary for Beijing-Tianjin-Hebei region to strengthen collaborative supply and strengthen local government cooperation.The public sports service in Beijing-Tianjin-Hebei region must insist on coordinated supply,make rational use of the resources of the three places,give full play to the advantages of the three governments and other forces,and realize sharing through co-construction and co-governance.At the level of suppliers,we should establish and improve the system of joint inter-governmental meetings and strengthen the participation of multi-subjects in consultation and supply;at the level of supply system,we should rationally divide the interests boundary,establish and improve the mechanism of benefit sharing among the regions of Beijing-Tianjin-Hebei region,improve the construction of regional policies,strengthen the connection of planning and establish a scientific mechanism of supervision and evaluation;and at the level of supply system,we should establish a scientific mechanism of supervision and evaluation.At the content level,we should strengthen the integration of resources and enrich the content of supply.
