Since reform and opening, with the rapid growth of China's economic level, people's material living standards greatly improved. However, students healthy problems which produce "diseases of civilization" by lifestyle-related with it aroused extensive attention. In response, the Ministry of Education, the State Sports General Administration and the Communist Youth League Central Committee, a nationwide comprehensive and timely launch "hundreds of millions of students'nationwide sun sports." According to my work experience and the theory of "sunshine sports" learned. Society have neglected one of the main groups of "sunshine sports"——college students, only a handful of relevant studies. Purpose, whether from sunlight or the implementation of the object of "sunshine sports", college students should not be ignored. Therefore, the author attempts to further understand its situation in Changsha University by survey, interviews and other methods. Identify the main problems, important experiences are summed up with the model on the necessity and feasibility of long-term mechanism, and put forward their ideas and opinions.Survey demonstrated that the current inmplements status of Hunan College "sunshine sports" is not optimistic, there is the phenomenon of nominal, formal, sloganliasation. Hunan College Sports sunlight problems manifested in the macro and micro levels. There are the questions existed in the "sunshine sports" of Hu Nan universities which express in the macro level and microcosmic level, the lack of support for the economic system, the constraints of traditional Chinese culture; school leaders largely inadequate attention, students are not strong physical awareness, advocacy work in place, physical education teachers conditions of the existing sports venues inadequate facilities, sun sports organizations and activities form the content of the old, sports funding shortage, the lack of specific evaluation and monitoring measures.There are certain necessity and feasibility to the long-term effective mechanism of college "sunshine sports". several problems should be noticed to build it. First, it should be discriminate from the primary and secondary schools. Second, it should make full use of advantage conditions that university students are no longer constrained by the College Entrance Examination. Third, the it should combinated with reform of PE teaching. College long-term effective mechanism including levels of Mechanism, form of Mechanism and function of Mechanism. Mechanisms which include macro-and micro-level mechanisms; form of mechanism to the Chief-Program type mechanism to guide-service-type mechanisms and monitoring-feedback mechanisms; functional mechanis-m of incentives, constraints and safeguards.
