Since reform and opening, as the economic and technological development, China has entered the era of knowledge-based economy. All aspects are becoming more competitive, the competition among colleges and universities was among them. Universities are knowledge, technology and human resources where a relatively dense, teachers as teaching, scientific research practice, the subject is to promote the development of the school forward momentum. Competition between universities is actually a talent competition. To build a high level of University, University should establish an effective incentive mechanism. Establish a scientific, rational, and effective incentive mechanism, to fully mobilize the enthusiasm of University Teachers, initiative and creativity, to enhance the school's overall strength.This article aims to construct a reasonable university teacher incentive to do a systematic analysis. First introduce the incentive of Western classical theory, including Maslow's hierarchy of needs theory, Herzberg's two-factor theory, McClelland's Achievement Theory, Froom's expectancy theory, Adams's equity theory. Then introduced the work of several development stage design theory, leads to this theory that focus on job characteristics model and a more comprehensive exposition of the meaning of the model, dimensions and implementation strategy.Teacher job satisfaction survey in this paper play an important role.Through item analysis, factor analysis,we can extracted six factors from the questionnaire.The six factors were leadership relations, work itself, work emotion, career development, staff relationships and salary. Statistical analysis showed that the six factors of the questionnaire strongly support the work characteristic model, but with new features.According to the new features of the questionnaire found that the work itself, work emotion, leadership relations, staff relations impact on the regression model, so construct a two-dimensional perspective work motivation framework, in which the work significance including the work itself, work emotion, work relation including relations between leaders and staffs. Finally, the model under the new proposed building at this stage to improve the situation of China's Teacher Incentive measures and countermeasures.
