There has been 50 years since《A Master Plan for Higher Education in California, 1960-1975》issued.It timely established the pattern of development of higher education in California, promoted harmonious development within higher education, and the development model which it had explored at the context of mass higher education and its spirit kernel constitute "California idea"; It has stood the test of time, achieved great success in practice, and produced extensive and far-reaching impact. In short, The plan is not only a landmark reform of higher education system in California, but also has a major impact for the higher education of California, and even the world. But we must ask what forces drive it from? Why is it so successful?The higher education of our country has entered the period of mass, and there are some similarities with the popular issue of that year in California during the development process, so reviewing the California Higher Education Master Plan, has an important guide and reference for today's higher education reform in China. In the second part of the study, the writer briefly introduced the plan from four areas:the higher education before 1960, the situation in California, the policy environment for the California master plan, the participants of the plan, the contents of the plan.The third part comprehensively analyzes the making process of the plan from four perspectives:group model of explanation, bottom-up actions, the typical sample of problem-oriented policy, multi-origin analysis.The fourth part studies the implementation and continuation of the California Master Plan, and the five checks.then combining with the Status of California, raised the problems. The fifth part, put forward enlightenment Significance by the research on California Higher Education Master Plan:1. The importance of planning process and capacity, and the writer thought it is the key to success; 2. The path of policy legalization,which reflects the American concept "self-government must continue to be got, and through responsible behavior and social effective service "; 3.The contents of the plan is not closed but open, advancing with the times; 4. Principal Role. The last part describes the conclusions of this study and research deficiencies.
