Study On The Optimized Revelation Of California Master Plan For Higher Education To China’s Provincial-level Regions Structure Of The Higher Education

The California Master Plan for Higher Education in1960was proposed by Californians dealt with the development of higher education which facing chaotic competition, overlapped functions of institutions, high pressure of huge enrollment, deteriorated problems of education finance. The Master Plan was based on long-term investigation, and full feasibility analysis. It was the framework document commanding the development of higher education in California, to promote a rational, orderly, coordinated formation of public higher education system and the prosperous development of higher education, to establish a public higher education system. The successful experience of higher education in California provides a reference to the world whose country higher education reform and development.China’s higher education now is in the massification period, which size of school space, faculty, research capacity are at a fast pace. Concequencely, the problem appears, such as unclear positioning of colleges and universities, confusing division of functions, scale and structure contradictions. Many problems are a certain extent similarity with the California, also from the provincial integrated policy-oriented point of view, are consistent with the California State-level development of higher education management model. Provincial regional higher education structure optimization requires a combination of China’s national conditions, and successful experience in California localization transformation, thereby establishing the higher education system of the province characteristics.The thesis contains three parts. The first part is the preface. It introduces reasons, research significance, research-based of the topic. Part two:giving a brief introduction of the history (reason, procedure and content) of master plan, implementation of the effectiveness, corresponding summed experience of provincial-level development of higher education in China. Part three:analysis of the possibility from California experience with the national situation, to put forward ideas on China’s provincial-level regional higher education structure optimization, for instance, reasonable educational hierarchy level structure features positioning, the diverse forms of structure, scientific layout structure, regional co-ordination under the management of the institutional structure of higher education in order to promote the development of the organic direction.
