Target Design And Path Selection Of HuBei Regional Higher Education

Not only is Education the cornerstone of national rejuvenation and social progress,but also is the most important livelihood engineering. It is the common responsibility for the central and local goverments to develop and manage the education. China is the world's largest national education, with more than 50 million various and of all kinds schools and two hundred sixty millionstudents. Facing such a enormous education system, the primary duties of the central government is to strengthen macro-management and guidance of the national education and to establish the national education development strategy planning, principles and policies, laws and regulations and basic standards as well as to afford the finacial assisstance to the difficult areas of the economy. The provincial and the following governments at all levels are mainly responsible for education development goals, guiding principle, policy implementation and daily administration.In the paper, the status and problems of higher education in Hubei Province are analysed and the corresponding solution is proposed based on the successful experience of the overall planning of California higher education,combined with the theories of co-ordinated regional higher education.This paper is divided into three parts. First of all, the origin of the problem and significance of the research are presented, and the related concepts are defined.. On this basis, combining with extensive literature review, the idea and research methods are put forward.Secondly, the present situation and problems of higher education in Hubei province are explored and the successful experience of the overall planning of California higher education is analysed and inspires us,combined with the relevant theories of co-ordinated regional higher education. The second part includes the second, third, and fourth chapter content and leads to higher education existing prominent problems, harms and causes from the analysis of higher education overall state of Hubei province. Then analyses theoretically the connotation, reason, necessity, principles and main task of the regional higher education plan as a whole. The general planning background of California higher education has a certain similarity as that Hubei province are now facing. The successful experience of California general planning is worth studying for reference by colleges and universities in Hubei Province.At last, the paper put forward the basic guiding thought, targets design, route choice of the provincial plan as a whole and so on some listed countermeasures,based the actual situation in Hubei province.This study will help people to realize more clearly the status and problems of development of higher education in Hubei Province and propose the countermeasures to strengthen the provincial plan as a whole. In this paper, the development of Hubei province higher education has important theoretical significance and practical significance.
