Studying Classification And Location Of Universities Of Our Country On The Basis Of The Master Plan For Higher Education Of California Of 1960

STUDYING CLASSIFICATION AND LOCATION OF UNIVERSITIES OF OUR COUNTRY ON THE BASIS OF THE MASTER PLAN FOR HIGHER EDUCATION OF CALIFORNIA OF 1960The Master Plan for California Higher Education of 1960 is the thinking and measures for development which aimed at establishing the role for every department of public higher education of California, avoiding harmful competition and providing the qualified young people with adequate higher education opportunities. It had stood the test of time and achieved a great success in practice. As a result, a wide and far-reaching influence followed it. Why did it keep unchanged basically for a long time ? Why did it produce so great influence ? What inspirations can we get from it ?This thesis introduced briefly the time background, process of drawing up, the main content and the influence of the Master Plan, the content of the functional differentiation among the publicly supported institutions and the measures which the Master Plan took, analyzed the concrete factors for the success of the Master Plan from microcosmic aspect and drew a conclusion that as the following five points: 1.The Master Plan makers had combined solving the present urgent issues with pursuing long term development. 2. The Master Plan makers had found a proper and effective way to solve the conflicts through multi parties cooperation. 3. The Master Plan makers had adhered to correct philosophy direction. 4. The Master Plan had been carried out in practice smoothly because it was drawn up by experts. 5. There was a good external environment for education development due to both the common people and the officials of the state thought highly of higher education. Analyzing from the macrocosmic aspect, this thesis drew a conclusion that the basic reason for the success was the classification and location of the higher education. Then it analyzed the problems existing in the process of universities and colleges' classification and location in our country and the reasons of them, pointed out that it necessary for universities and colleges of our country to classify and locate rationally . Taking the experiences of classification and location of the Master Plan as reference , this thesis put forward five proposals: 1. we must adhere to correct instruction thinking in order to keep location on the right way 2.We should reform and improve appraisal mechanism of the government. 3.
