Undergraduate program evaluation in higer education is an important means to ensure the quality of higher professional education, it is also an important way of closely linked with higher education and the professional sector, and make professional education recognized by the society. Program evaluation organization, as the organization indemnification for program evaluation of higher education can effectively carry out, its development related to the in-depth practice of the program evaluation.In this paper, system theory and governance theory as the theoretical basis, it can start from an international perspective, analysis the status and effectiveness of the program evaluation organizations of higher education in the United States and Britain, summed up its feature,and the revelation for our country. On the other hand, focus on combing the development process of our program evaluation organizations with the program evaluation activities, by in-depth analysis of the problems and causes in the organizations, providing support for the idea of countermeasures of program evaluation organizations of higher education in China.This article holds that the program evaluation organizations'development of higher education in China needs form an overall concept, not only to carry out environmental governance outside the organization,but also the internal construction is also important. In addition, we need consideration to co-ordinate all kinds of resources, give full play to the overall functional of the program evaluation organizations. For this, we propose the idea,"two horizontal to a vertical":"Horizontal-external governance", the first we should efforts to overcome the thinking, establish the new concept of "harmonious assessment, service assessment"; followed by the positive transformation of governmental functions, changed "all" government to "effective" government; again is to build a set of comparatively perfect evaluation policy and regulations, and it can continuous improvement, as the organization's legal protection." Horizontal-Internal enhancement", first, we must strengthen the ranks of experts, efforts to establish a team:not only contains academia, industry and administration sector, but also the discipline experts, management experts and evaluation experts; second, establish a good information release system and other organizational management system; third, highlight the professional features of organization, close contact with universities and industry, and efforts to establish a long-term positively interactive mechanism."Vertical-Classified establishment," according to the international and domestic situation,we should gradually establish the professional evaluation organizations that rely on the governmental forces, and set a large fields to evaluation; we need to give full play to the strength of local evaluation organization, and constitute a organizational system of the multi-program evaluation;we also should actively establish the meta-evaluation organization of higher education in China, and form a closed loop of the program evaluation.
