ii Higher educational evaluation is the important way to improve educational performance, achieve educational objective, promote educational project. As the higher educational evaluation is deeply developing, some mistakes are appeared during the evaluation, which makes the devotion of energy, resource and time can't get the rightful effect. Hence, the demand of evaluating the educational evaluation is becoming more and more intensive.This study detailedly summarizes the theory of domestic and overseas higher educational evaluation. The quality of current higher educational evaluation needs to be improved, and the name and definition of meta-evaluation is put forward. Meta-evaluation means to evaluate the evaluation. Then, the theory of higher educational meta-evaluation of program is discussed from meta-evaluation standards, meta-evaluation checklists and meta-evaluation methods. Based on this theory, an empirical meta-evaluation study on Key Discipline Evaluation of Hebei province is presented. After the data collection and disposal, we get the conclusion that the utility and feasibility of Key Discipline Evaluation program is very good; the propriety of evaluation process needs to be enhanced; the accuracy of evaluation result is poor, which is the key work to be solved of Key Discipline Evaluation of Hebei province now.The innovation of the article mainly presents in the following three aspects:(1) In the theory study, This dissertation deeply discusses the definition, standards, checklists and methods of meta-evaluation, which makes a better foundation for further study of our country's higher educational meta-evaluation of program;.(2) The study redesigns the foreign educational program meta-evaluation checklists. According to our country's actual circumstance, the checklist of the dissertation is designed from the utility of evaluation program, the feasibility of evaluation program, the propriety of evaluation process and the accuracy of evaluation result. This checklist is applied in the meta-evaluation empirical study.(3) The empirical study of Key Discipline Evaluation of Hebei province provides an effective suggestion for meta-evaluation practice before no meta-evaluation practice is executed in our country at present.
