Under the new situation of the project of quality ensurance of higher education in Chinese,the university's interior program evaluation is not only the basis of its exterior program evaluation,but also an important component of higher education quality assurance system.However,the theory of university's program evaluation is just a small part of the theory,as a subsidiary part of the institutional Research.From the perspective of research focus,the present literature pay more attention to the university's program evaluation in which the Government is the main body,but lay little emphasis on university's interior program evaluation in which the university is the main body.From the perspective of integrating theory with practice,our researchers just mechanically apply the foreign experience to assessment and certification,but aren't concerned and dig deep enough to own a wealth of experience in the practice of university's interior program evaluation.The study also stays the level of exchanging of experience. Significantly theory lags behind the practice.In particular,we do not have a general understanding,systematic and in-depth study about interior program evaluation in higher school.We are lack of theoretical results,which can be directly applied to the practice. So the paper attempts to make reference on management,education management, educational evaluation,education statistics and other related theories,Combining of university's interior program evaluation cases,comprehensive use of literature retrieval method,historical research,case analysis,analysis existing problems,try to find the real cause of the problem and propose appropriate measures to solve the problem about university's interior program evaluation.The paper contains 6 parts:Part1:Mainly introduces the theory,policy,realistic background to the study.Using content analysis literature,analyses the current situation and characteristics of domestic research.Explain the significance of the study,research ideas and methods.Part2:Defines the core concept of this study,starting from a program,analyzed the concept about program,program evaluation in higher school,interior program evaluation in higher school.From the perspective of two-dimensional between the subjects(the organizers) and the functional in evaluation,classify program evaluation in higher school.Compare university's interior program evaluation to exterior program evaluation.Describe the general characteristics of interior program evaluation in higher school.Part3:According to the theory of Educational assessment,to sum up the problems in interior program evaluation in higher school,the problem is easy to the extremes in assessment of understanding,are not perfect in the protection of conditions,due to science in evaluation indicator system,is backward in methods and techniques,is inadequate in the use of assessment information.Made depth analysis about the problem performance.Part4:According to the theory of Education management,from both institutions and norms discuss the imperfect system,which led to incomplete in security conditions interior program evaluation in higher school.From the University governance structure, discusses imbalance between the academic power and administrative power,assess evaluation Cultural environment is bad,which led to the extremes in assessment of understanding.Subject classification is more complex,which led to science evaluation indicator systems develop difficultly.Assessment team of experts is lack of the number of assessment of professional experts which led to lack of technology and insufficient use of assessment information.Part5:According to the theory of Task-based organizations in Management,make use of the comparative advantage of the task-based organizations in establishment and dissolution,the power of experts,the ability in obtain resources,to Solve the problem about assessment of understanding and the protection of conditions.In order to provide a professional evaluation of the modeled system,introduce the undergraduate colleges and universities in HuBei Province of qualified teaching evaluation system.Put forward a index system Design new ideas "one horizontal,one vertical,the two independent".In order to improve the effectiveness of the use of assessment information,promote to establish assessment information multi-feedback system,to promote assessment information release system reform.A structured assessment of experts,in addition to management,be consist by subject experts,and should also include the assessment of professional experts,the Experts of assess professional must follow the path of specialization,be hold responsible for improving technology to assessment methods, improve the operational capacity to guide the assessment,contribute to the work on high-quality teaching assessment.Part6:Making a brief summary.Points out the shortcomings and the focus of future research.
