A Study On The Management Mechanism And Execution Mechanism Of The Higher Vocational Education In China

As the rapid development of Higher Vocational Education in recent days and with the continuous improvement of the employment mechanism, many students face the fierce competition for jobs. In the higher vocational colleges, only if own the good quality of teaching can they win the fierce competition. If the higher vocational colleges want to improve the education level, they need strengthen the innovation of management system and execution mechanism. Innovating the management system and execution mechanism, it is helpful to harmonious relations among government, schools and social, improve the whole level and efficiency of he higher vocational colleges and meet people's need in vocational institutions.From the late 1970s and 1980s, a campaign aimed at reforming the traditional model of public administration and reinventing government image rise in western developed countries like the Kingdom, the United States, New Zealand and other countries, a new theory of management namely New Public Management was born. As New Public Management has a more extensive framework of the knowledge and a range of theme innovation, it has been paid attention by all the countries in the world and applied to various management reform in public sector. Higher Vocational Education is the part of Higher Education and is an accurate public article, so our higher vocational colleges should use the experience of New Public Management to improve its management system and execution mechanism.This thesis is focused on analysis of the enlightenment on China of the management system and execution mechanism of Higher Vocational Education from the angle of view New Public Management. Firstly, this paper generally introduces the New Public Management, such as its rise, its basic thought and the comprehensive evaluation on the New Public Management. Then the paper identifies the meaning of Management of Higher Vocational Education, management system and execution mechanism of Higher Vocational Education. And the paper introduces the mode of management system and execution mechanism of Higher Vocational Education abroad to take the United States, Germany, Britain, Japan and Australia as examples in order to draw on the experience of other countries in management how they develop the Higher Vocational Education applying the New Public Management. The next chapter discusses the problems of management system and execution mechanism of Higher Vocational Education in China. The last chapter is the main chapter of the article. And it analyzes how to complete and perfect the management system and execution mechanism of Higher Vocational Education with applying the New Public Management via explicit government function, taking the market as the orientation, market competition, reward and supervision mechanisms.
