The reform of public institutions has been deepen,which leads to a positive impact on public welfare establishments,country's governance system and governance capacity.Chinese government strengthens the development of vocational education,and the number and scale of higher vocational colleges develop rapidly.On the contrary,the reform of public institutions and the limitation of staffing in public institutions bring some difficulties for the developments of public newly-founded vocational colleges.The newly-founded public vocational colleges can not meet the needs of teaching resources and change the limitation of staffing.By doing so,the use of the non-staff personnel in vocational colleges has been a solution to meet the needs of insufficient number of teaching management personnel under the pressure of survival and development.The number of the non-staff personnel in some vocational colleges accounts for 30% of all the faculty and staff.It is the irrationality administrative mechanism of the non-staff personnel in that vocational colleges,which results in the weakening trend of enthusiasm and the motivation of the non-staff personnel gradually.It also has a negative impact on the rapid development of vocational colleges.The optimization of administrative mechanism of the non-staff personnel of newly-founded vocational college is looming.Based on the theory of New Public Management and Incentive,this paper takes Guizhou D vocational college as a case to analyzes the problem of the non-staff personnel in public newly-founded vocational colleges.Reveal the management mechanism is not reasonable,is not standard,not science,is not sound,And analyze the root cause,It optimizes the operating mechanism,dynamic mechanism and restraining mechanism of the administrative mechanism of the non-staff personnel with the use of experience of human resources of other public institutions.In terms of the operating mechanism,this paper points out that it is crucial to keep the structure in order and pay more attention to non-staff personnel,In terms of the dynamic mechanism,this paper points out that keeping the balance of resources and profits will make up for the unfairness of the non-staff personnel in public vocational colleges,Such as bonus points.In terms of the restraining mechanism,this paper argues that strong measures and policies will have a positive impact on improving the motivation,stability and efficiency of the non-staff personnel,as well as their salary,which will enhance the management of human resources of public vocational colleges.this paper provides guidance for the reform of vocational colleges,as well as the establishment of the non-staff personnel in public vocational colleges.
