As an important component of higher education, higher vocational education takes charge of popularizing higher education. In recent years, higher vocational education has been expanded; the enrollment scale has also been expanded; and providing high quality service for student development and trying hard to win good word of mouth from student have received more and more attention. In addition, this tendency will be developed into a self-conscious behavior. Student management of higher vocational college belongs to quasi public good in the public management. The requirement of talents cultivation objective for higher education is increasing with the socialist modernization in our country. The thoughts and behaviors of students in higher vocational college are changing with the development of times. It’s difficult to achieve the requirements of student cultivation, growing up and becoming useful persons under new situation with traditional student management of higher vocational college. Most of student management system for managing students of internal higher vocational college which is upgraded from technical secondary school to junior college is substandard and without enough specification. The student management is the most important part of higher vocational college management, a large part of student management still uses the idea of technical secondary school to manage students, which results in lacking of mature theory and practice mode at present. In the new circumstances, the student management of higher vocational college should not only limit to the traditional "management". The service concept of "People Oriented" in "Customer First" of new public management theory is introduced into the student management concept for higher vocational college, the relative theories of "Management by Objectives" and "Process Management" are introduced into the process of student management and corresponding motivate mechanism is established. Changing passive management into active management, democratic management and student self-management is not only a requirement of higher vocational college student management required by the development of times, but also a new discussion of theory and practice of higher vocational college student management conducted under new public management theory.
