With the implementing of three-level course management system, school-based curriculum development has become an important part of new basic education curriculum reform. The teachers, as the main body of curriculum development, their empowerment level of school-based curriculum development made great influence upon the carrying out of the curriculum development successfully. They have the power of school-based curriculum development in order to stimulate the enthusiasm of their participation in curriculum development; and the level of its ability determined how well the outcome of school-based curriculum development directly. Therefore, we must pay attention to research teachers'empowerment in the process of school-based curriculum development, to promote to carry out school-based curriculum development successfully.Which aspects of empowerment the teachers should have in school-based curriculum development, how much power and energization the teachers should have in school-based curriculum development, what problems still existed in the form of teacher empowerment in school-based curriculum development, what the causes were. And how to solve them are all what the paper try to research. This paper lays stress on the combination of theory and evidence, and use the research way of literature questionnaire survey and interview.This paper includes five parts:The first part: Introduction, including issues and research significance. And ordered all the literature at home and abroad, shows the research methods used in this study.The second part: teachers and school-based curriculum development overview. Firstly, defining the definition of teacher empowerment on the basis of a lot of scholars'research in the field of school-based curriculum development. Secondly, participation in school-based curriculum development that teachers can promote professional development of teachers, promote school development and promotion of the smooth progress of the new curriculum reform of significance, described the status of teachers is the main reason for the status of teachers in the subject requires two conditions. Thirdly, analyzed what are the main powers of empowerment for teachers when teachers involved in school-based curriculum development, and what abilities and knowledge the teachers need when the teachers participated in school-based curriculum development.The third part: survey of school-based curriculum development in teacher empowerment. In this study, we researched middle school and primary school teachers in He bei Province, and using questionnaires and interviews, Teachers from the school-based curriculum development in two major aspects of the power and the energy, school-based curriculum development in the investigation of the status of teacher empowerment. By the results of the survey data analysis and interviews: teacher empowerment still exist six issues in school-based curriculum development : First, the implementation of the local education sector policy is not in place and the lack of financial support. Second, the decentralization of school principals not in place and the management of the arbitrary. Third, teachers need to be strengthened sense of community cooperation. Fourth, the individual motivation of teachers to be up graded. Fifth, principals, teachers, curriculum development sense of awareness and lack of theoretical knowledge. Sixth, teachers'shortage of school-based curriculum development capacity. The main reason of the problems: First, the inertia of the past management system and the overall lack of investment in education. Second, schools are the drawbacks of bureaucracy. Third, the influence of teacher professional features. Fourth, teacher mastery, lack of sense of participation. Fifth is the normal deviation of the previous curriculum. Sixth , enhancing the impact of the measures are not in place.The fourth part, school-based curriculum development for teachers'empowerment strategy. According to the above problem and its causes, mainly put forward five aspects for teacher empowerment strategy. First, improving the local education departments, for multi-channel financial support. Second, optimization of the school organizational structure, change the way of management. Third, to create an atmosphere of cooperation, enrich cooperation of teachers groups. Forth, apply the theory of motivation to enhance the intrinsic motivation of teachers. Fifth, take various measures to achieve empowerment for teachers.The fifth part: Conclusion.
