The Analysis Of The Role Of Government In The Volunteer Service

Since the 1980s, in China, a variety of voluntary organizations and voluntary services has the rapid development affecting all aspects of social life.However, the inherent mode of government management, in particular power intervention,becomes the bottleneck of the voluntary service development.In order to the Government and voluntary organizations both can play their role better in social and public affairs,and a vibrant, healthy, orderly and autonomous civil society is developed in the"small government, big society" reforms,it is necessary of making the government know its right role in voluntary services.This paper gives the basic concept of voluntary service and the overview of voluntary service status in china firstly. Then it analyzes the problems and causes of government excessive interference in volunteer services.On the other hand, it has a brief description of the development of voluntary organizations and volunteer services in foreign country, and introduces the experience and lessons which should be carried the practice of voluntary service in China. At last, the role which the government should play in volunteer service has a re-orientation.In this article, according to the literature survey method and the comparison method, the role of the government in the voluntary services has an in-depth analysis.In china, the volunteerism analysis only is practices summary and describing,lacking of the support of theory. This article has emphasis is in the perspective of the academic.On the other hand,the object of the research is volunteer organization,such as the organizational structure of voluntary organizations,the incentive system and the training system, ignoring the importance of the Government in the volunteer service.In China, the government grasps the power and resources, and every social organization is closely linked with it.It is impossible of analysis the development of voluntary service without the government.This article focuses on the study of the role of government, extending the research point of voluntary organizations in China, and helping promote the development of voluntary service.
