Study On Non-governmental Organizations Role In Building Service-oriented Government

During the later of the twentieth century,human society is gradually moving from industrial society to post-industrial society.The society become more and more complex and uncertainty,and this cause management government which is control-oriented has faced a crisis.In order to overcome the crisis,some countries had carried out administrative reforms to improve the efficiency of their government.The focus of these reforms is the bureaucracy,so that Non-governmental organizations which is different from government but have the status of a government entity come into being.Unlike some volunteer organizations exist in history,it has its own characteristics.Different from other organizations,non-governmental organizations pursue a supporting role in social governance,and requires cooperation with the government.Non-governmental organizations herald the break up of the management and the establishment of service-oriented government.First,Non-governmental organizations promotes the difffusion of the publicity.In the mode of management government,the Government monopoly on public services and public goods supply responsibility.In the case of the industrial society which is low complexity and low degree of uncertainty,the government was qualified for the duties to provide public services.But with the human society moving from industrial to post-industrial society,the society become more and more highly complex and highly uncertain,and the management government faced with the risk of failure.It Implies the urgent need to introduce a new social governance body.Because Non-governmental organizations have some unique functions which could be helpful to government,so they can become a partner of social governance with the government.For non-governmental organizations assume some of the important functions of social governance,so non-governmental organizations also become an important social governance body just like government.Non-governmental organizations promotes the diffusion of the publicity.At the same time,Non-governmental organizations also promote essence of publicity.Management government has been unable to cope with the highly complex social reality mainly because it only achieve the form of publicity which can not reflect the common interests of the community and can not meet the needs of the community that is highly uncertain.NGOs participation in public service delivery and social governance make the publicity diffuse from government to NGOs,on the other hand,NGOs has promote the realization of the essence of publicity.In this sense,NGOs has promote the coming of service-oriented government.Second,NGOs have promote the fusion of the public sphere and private sphere.In the system design of management administration,bureaucracy is associated as an intermediary between state and society.Due to bureaucracy own problems and defects,government bureaucracy can not play an effective role in the expression of social needs.This lead to crisis of the management government.NGOs can become the basis of organizations in the difusion of public sphere and private sphere.There are some reasons for this as follows:NGOs not only have the both characteristics in the public domain and the private sector,but also have characteristics of the domesticity life.Because all of this,NGOs can become the basis of organization for diffusion of public and private sphere.Thirdly,NGOs also promotes the generation of cooperative governance.Whether participation governance theory or other theories design,In essence,the relationship between the government and other actors are a collaborative relationship.Characteristics of this collaboration are that the government is always in a dominant position.In other words,Collaborative relationship is a kind of control-oriented mode.This mode can not cope with the challenges of the risk society and therefore was faced with failure.The rise of non-governmental organizations was to create the conditions for cooperative governance.Because NGOs have different functions from government,so they can become a social governance body just like government.NGOs and government have complementary functions in the social governance,so they can establish a cooperative relationship in order to cope with the challenge of risk society.Service-oriented government in essence is a cooperative governance model,so NGOs promote the coming of service-oriented government.Fourth,NGOs also can promote the generation of ethical spirit.NGOs not only promote the realization of justice,but also contributed to the rationality of public policy and promote the generation of executives ethical spirit.In a word,the rise of NGOs promote the coming of service-oriented government and they have many functions on service-government.Of course,service-oriented government also has a guiding role for NGOs.
